Recalls from prison
There is usually more than one reason to recalling an offender on licence back to prison. About a third of recalled offenders are returned for further offending. 7 in 10 for non compliance with their licence conditions, which doesn't include those not keeping in touch with their probation officer (29%) or those who don't stay at the given address (25%). At the end of 2021, the total number of offenders on probation was staggering 238,500. There were 5,773 licence recalls between October and December 2021. This represents a one per cent increase on the same quarter in 2020 (though the pandemic restrictions might need to be taken into account). The overall population who have been recalled has increased by 7% (9,798) to the total a year earlier. This is the highest monthly figure since 2002.
